This is a special meeting of the recreation sub-committee to discuss
the relocation of the current ATV trail on Alexa Way back to its original alignment
on Hall Stream Crossover.

The Connecticut Lakes Headwaters Citizens Committee is established by (RSA 12-A:9-b). The committee is made up of 14 members, 7 members are residents of the Great North Woods region.
The committee provides management advice to the Department of Natural and Cultural Resources and the Fish and Game Department on the monitoring of and compliance with the term of the Connecticut Lakes Headwaters Forest Legacy Easement and on a variety of issues, including public recreation, revisions to the stewardship and management plans, and camp leases. The Division of Parks and Recreation provides administrative assistance to the committee.

May 22, 2026: Proposed Relocation of ATV Trail from Alexa Way to Hall Stream Crossover

Hall Stream Crossover Road Map
At the May 22nd meeting of the CLHCC, the Bureau of Trails and Great North Woods Trail Riders proposed to relocate the ATV trail from Alexa Way to the Hall Stream Crossover. The CLHCC has supported this change.
The Division of Parks and Recreation is seeking public comment on the proposal to amend the 2024-2028 Public Access and Recreation Management Plan to allow this change.

Background
The ATV use on the CLH property was permitted in 2012 Public Access and Recreation Management Plan and the Hall Stream Crossover trail was the designated route. In 2018 the Bureau of Trails in cooperation with the landowner constructed Alexa Way as an alternate route due to forest management and is the current designated route.
The Great North Woods Trail Riders and Bureau of Trails have found Alexa Way is hard to maintain and is a challenging trail for most riding levels. To address these two issues, it is proposed to designate the Hall Stream Crossover as the designated ATV route instead of Alexa Way.
Next Steps
Amend the 2024-2028 Public Access and Recreation Management Plan, ATV Riding on Designated Trails, p. 17, to revise policy #1.
ATV Riding on Designated Roads: The ATV trail connector from Perry Stream Land and Timber system to the Great Northwoods network has been in place since 2003. During this plan update the club proposed several loops through the property and a connection to the businesses located by the First Connecticut Lake. The landowner is not supportive of additional ATV use on the roads but would support connection with the First Connecticut Lake businesses if route permission can be acquired.
Policies
- The Cedar Stream-Deadwater Loop and Indian Stream-Hall Stream Crossover-Hall Stream designated ATV trails will continue to be permitted.
- If closure of an existing trail becomes necessary, the landowner has committed to work with state agencies and club to establish a temporary alternative route.
