Daniel Wolf, November 27, 2017 New Hampshire's Statewide Outdoor Recreation Plan (SCORP) The SCORP is a requirement of the LWCF program which is managed by the National Park Service (NPS). NPS distributes stateside grants that are appropriated annually by the United States Congress. The primary goal of the 2019-2023 SCORP is to identify outdoor recreation trends, needs, and issues for New Hampshire, as well as to provide a strategic plan to help address these concerns and expectations. In addition, the SCORP must evaluate the demand for and supply of outdoor recreation resources and facilities statewide. The SCORP is not only an assessment of recreation and tourism trends in New Hampshire, it is the primary tool for determining priorities for allocating LWCF grants to local governments. 2019-2023 SCORP 2013 - 2018 NH SCORP (sections of complete plan) Table of Contents Acknowledgements Governor Lynch letter Commissioner Bald Letter Executive Overview Chapter 1 Trends Impacting Outdoor Recreation (1.9 MB) Chapter 2 Supply, Usage Patterns, and Expressed Demand (4.6 MB) Chapter 3 Priorities Chapter 4 Goals and Actions Chapter 5 Guiding Principles for Implementation (2.5 MB) Appendices: Appendix A: NH Listens: Statewide Community Conversations on Outdoor Recreation Appendix B: New Hampshire Recreation and Conservation Leaders Survey 2011 Appendix C: GIS Demographic and Resource Maps (9.1 MB) Appendix D: Open Project Selection Process Appendix E: List of Acronyms Appendix F: Plan References Appendix G: The Economic Value of New Hampshire Lakes, Rivers, Streams, and Ponds (Summary) Appendix H: Umbagog National Wildlife Refuge Stakeholder Survey (Executive Summary) (4 MB) Appendix I: U.S. Fish & Wildlife Service 2011 National Survey of Fishing, Hunting, and Wildlife-Associated Recreation – National Overview, Preliminary Findings (1.4 MB) Appendix J: New Hampshire Department of Environmental Services, Wetland Program Plan 2011-2017 Appendix K: New Hampshire Department of Environmental Services Aquatic Resource Mitigation Fund Program Report Appendix L: New Hampshire Fish & Game Wildlife Action Plan, Introduction (1.1 MB) Statewide Trail Studies Statewide Comprehensive Trail Study, 1997 Statewide Comprehensive Trail Study, 1974 Ten-Year Strategic Plan In January 2010 Division's Ten-Year Strategic Development and Capital Improvement Plan Appendix 1 - Senate Bill 5 Legislation & Report Appendix 2 - Senate Bill 74 Appendix 3 - Audit Report & Response Appendix 4 - RSA 216-A:3-c Appendix 5 - July 2008 Public Outreach Sessions Summary Appendix 6 - April 2009 Stakeholder Sessions Appendix 7 - June 2009 Public Response Summary Appendix 8 - December 2009 Public Information Sessions and Public Comment Appendix 9 - RKM 2009 NH State Park Survey Results Appendix 10 - NorthMark Group 2006 Survey Results Appendix 11 - Regional Demographics (Applied Economic Research) Appendix 12 - Park "Friends Groups" and Affiliates Appendix 13 - Division Fee Schedule and Discounts Appendix 14 - AER Economic Impact Report Appendix 15 - NH State Park History Appendix 16 - FY09 Division Income and Expense Presentation Appendix 17 - Statutes Governing State Parks Appendix 18 - Summary of 2008 Site Reviews Appendix 19 - Capital Improvement Database
